UK MP’s in the House of Commons Energy and Climate Change (ECC) select committee have warned that the country will fail to meet its targets for renewable energy generation. Take up of initiatives and cleaner energy systems for cleaner fuels and transportation systems are falling behind the target. The findings of the ECC show that the UK will miss its target of 15% of all energy needs coming from renewable sources
As part of the EU’s overarching goal of producing 20% of its energy from renewable sources by 2020, the UK must source an average of 15% of its energy for transport, heat and electricity from low and zero carbon sources. To date, the UK is performing well with electricity production. In 2015, it sourced 22% from renewables and is expected to surpass the 30% mark by 2020. The UK Government has merged DECC (Departments for Energy and Climate Change) with BIS (Department for Business, Innovation and Skills) to form a new department called BEIS (Department for Business, Energy and Industrial Strategy). DECC was established by Gordon Brown, who understood that energy policy and climate change policy were two similar entities which is why he created them as one. New Prime Minister Theresa May has now added the third crucial ingredient in the form of industrial strategy.
The department brings together responsibilities for business, industrial strategy, science, innovation, energy, and climate change. BEIS is a ministerial department, supported by 47 agencies and public bodies. They are now responsible for We are responsible for (1) developing and delivering a comprehensive industrial strategy and leading the government’s relationship with business, (2) ensuring that the country has secure energy supplies that are reliable, affordable and clean (3) ensuring the UK remains at the leading edge of science, research and innovation and (4) tackling climate change. The Renewable Heat Incentive (RHI) scheme has finally reached just over 50,000 domestic installations which has taken just over two years to achieve. The target was reached in July 2016 bringing the total renewable heat generated as a combined calculation by all accredited installations to just over 820,000MWh. The Domestic RHI project has also lead to a reduction in an estimated 3.5 million tonnes of Carbon Dioxide over the course of every installation (which is planned at around 20 years per project).
The Renewable Heat Incentive (RHI) is a UK Government scheme set up to encourage uptake of renewable heat technologies amongst householders, communities and businesses through financial incentives. Last year was very significant and a major 12 months for the renewable energy sector and the solutions, products and services offered. A new global update report on renewable energy highlighted that during 2015 it was a record year for the industry. Part of the news was a major statistic that that renewable energy can now fulfil nearly a quarter of the world's power demands.
The report was published by energy policy network REN21, showing that record renewable energy investments last year contributed to the largest annual increase ever in renewable power generating capacity, with an estimated 147 gigawatts (GW) added to the global gird and power system – suggesting that by the end of 2015, renewable capacity could shoulder 23.7 percent of global electricity requirements. The United Kingdom has been seen as a leading light in the quest for renewable energy and routinely topped annual league table run by Ernst & Young. More recently the UK has dropped to 13th place with the blame being levelled at the UK government’s ‘non-committal approach’. Many Investors in renewable energy have been scared aware by a lack of vision and strategy due to political infighting and a general lack of focus on renewables and green efforts. In addition support for projects has been cut significantly by the government for clean power supplies, in favour of potentially more expensive alternatives such as shale gas and nuclear power.
Renewable energy investment valued at tens of billions a year offering thousands of jobs will probably be lost in the UK as a direct result, the report found. Ben Warren, energy corporate finance leader for EY, said the results showed the government had a long way to go if it was to improve the UK’s standing in attracting new energy investment. “A non-committal approach is putting the attractiveness of the UK’s renewable energy sector on a landslide. Ofgem is challenging local electricity grid owners to follow Western Power Distribution’s lead by squeezing more capacity out of their grids to connect renewables. Ofgem chief executive Dermot Nolan said: “We want DNOs to take creative approaches to speeding up renewable connections. They can do this firstly by making best use of their existing grids, as WPD has done. We are also calling on DNOs to enable earlier investment in new capacity where necessary using funding in their price controls. This means that they won’t be adding extra costs onto your bill.”
There is huge growth in renewable generation in Great Britain. By December 2015 8.6GW of solar capacity had been installed 15 years ahead of forecasts. Official projections made in 2012 suggested that around 6.5GW of solar panel capacity would be connected by 2030. In some regions including the South West, there is little spare network capacity meaning costs and timescales for connection can be extremely high. So Ofgem is calling on electricity distribution network operators (DNOs) to speed up connections, firstly by finding new ways to link more generators to the existing network. The domestic RHI scheme opened on 9 April 2014. It is a financial incentive scheme designed to encourage uptake of renewable heating among domestic consumers. The domestic RHI is targeted at, but not limited to, homes off the gas grid. Those without mains gas have the most potential to save on fuel bills and decrease carbon emissions. The scheme will cover single domestic dwellings and will be open to homeowners, private landlords, social landlords and self-builders. The Department of Energy and Climate Change (DECC) is proposing to cut the feed-in tariff rates for solar PV installations by as much as 87%. Publishing the outcome of the long awaited feed in tariff review, the government is proposing deep cuts to all bands from 1st January 2016. The proposals set out by DECC will see Tariff rates for domestic schemes (now up to 10kW) cut from 12.9p today to 1.63p/kWh next January.
The consultation proposes steep cuts to feed-in tariff payments and refuses to rule out closure of key part of popular scheme. The consultation marks an intensification of the government's efforts to bring spending on clean energy subsidies under tighter control and will raise fears of a sharp contraction in the market for rooftop solar panels, small-scale wind turbines, and other renewable energy systems supported by the feed in tariff. Gr33n Group has been working on a large domestic renewable energy project in Lancashire just South of Preston in the countryside with a complete hot water and heating solution. The project uses ground source heat pumps which will also provide heating for a large swimming pool.
We were selected because of our expertise in this type of domestic project on a large scale renovation project. Gr33n Group have been installing a complete hot water and heating solution in a barn conversion near Worksop, Nottinghamshire in the countryside. For this project we have installed a Vaillant Ground Source Heat Pump with a horizontal collector system. This represents a complete project from design, supply, installation, commissioning and aftercare support and servicing.
The barn conversion including over 900 metres of ground source heat pump pipe in a horizontal loop layout. The underfloor heating system covers both the ground floor and the first floor using a system of manifolds and barrier pipe, which is guaranteed for 25 years. We were approached by Dearnside Fabrications in Sheffield after our number was passed to them via a previous customer of ours. The system will generate in excess of 66,000 kwh per year and over the 20 year feed in tariff lifespan will generate and income with savings of £327,000.

Finalist Gr33n Group Director Derrick Wilkinson’s renewable technology installation business, Gr33n Group has been shortlisted as a finalist in the Microentrepreneur (Growth) and Microentrepreneur (Sustainability) Awards. The Department of Energy and Climate Change (DECC) has closed applications for the Green Deal Home Improvement Fund due to overwhelming public demand.
DECC states that a surge in applications over the last couple of days has meant that the allocated budget for the scheme is now gone, therefore DECC will no longer be accepting applications.
Parliamentary under secretary of state for energy & climate change, Amber Rudd, defended DECC’s actions, stating: "We were always clear there was a budget which is why we encouraged people to act quickly."
However, the sector has reacted furiously after DECC announced that the scheme was closed to applications late last night with no warning.
An impressive public and industry response to the Green Deal Home Improvement Fund has seen more than £43million worth of vouchers issued in the first six weeks, and well over £50m applied for.
12,200 applications have been received and 7,925 households in England and Wales have received vouchers under the scheme, which offers people money back for making energy saving improvements to their home. We expect to have reached £50m in vouchers issued within the next couple of days.
With scheme design and rates guaranteed for the first £50 million, the Department of Energy and Climate Change is today announcing changes to the Green Deal Home Improvement Fund, to ensure as many people as possible can benefit from the most effective energy saving measures while funds last.
The much-delayed government scheme to encourage Britons to switch to low-carbon heating has helped just 79 homes install renewable heat technologies in the two months since it launched, it has emerged.
Greg Barker, the climate minister, trumpeted the scheme as the “first of its kind in the world” when it was launched in April, but already there are fears it will go the way of the green deal which the government’s energy efficiency programme that achieved very low take-up.
The renewable heat incentive (RHI) offers payments to switch to low-carbon heating technologies, such as boilers that burn wood pellets. Although it is open to everyone, it will be most attractive to the 4m homes in the UK that are off the gas grid.
“This is not marginal … this is a big, big scheme,” Chris Huhne, then energy and climate change secretary, said when it was unveiled in 2011. Repeatedly delayed, the scheme was finally launched on 9 April.
In its first two months of operation, 203 households applied for the subsidy to install new heating systems, according to data from the Department of Energy and Climate Change (Decc). Of those, just 79 homes have received accreditation so far.
The scheme is also open to households that have installed low-carbon heating systems in recent years. Only 2,093 of these applied for the subsidy by the end of May, with 1,075 achieving accreditation. DECC says application dates were staggered for those with legacy systems to manage demand and it anticipates a lot more applications in the summer and autumn.
Climate change writer Chris Goodall said the government had failed to promote the scheme and take-up so far was “dreadful”.
“This was meant to be the main scheme to reduce carbon emissions from heating, which is the single most important cause of global warming in the UK.
“Although [it] offers some tempting payments, the signs so far are that this scheme will fail in the same way as the green deal has done,” he wrote on his Carbon Commentary blog.
Others said the RHI was badly designed for the people that most need it, such as households in fuel poverty. The risk of fuel poverty is far greater in properties off the gas grid because they are reliant on more expensive fuel.
Nick Chase, head of rural insight at Action with Communities in Rural England, said: “In terms of investment, for anyone who is fuel poor [the RHI] is out of the question. Let’s not beat about the bush, it’s a middle-class thing.”
But RHI proponents said the cost of installing renewable heating would fall as a result of the scheme.
James Court, head of public affairs at the Renewable Energy Association, said: “You would expect prices to come down when the scheme gets established. Hopefully, it will be a lot more affordable in the coming years.”
He said it was too early to write the RHI off. “Comparisons to the green deal would be unfair. It’s been reasonably hot [over the past two months]. People aren’t thinking about upgrading their heating.”
Decc said the domestic RHI was proving “popular” and would support jobs in renewable technologies.

The Renewable Heat Incentive (RHI) is the world’s first long-term financial support programme for renewable heat. The RHI pays participants of the scheme that generate and use renewable energy to heat their buildings.
By increasing the generation of heat from renewable energy sources (instead of fossil fuels), the RHI helps the UK reduce greenhouse gas emissions and meet targets for reducing the effects of climate change. There are two parts to the RHI.
Domestic RHI - Launched 9th April 2014 and open to homeowners, private landlords, social landlords and self-builders.
Non-domestic RHI - launched on 1st November 2011 to provide payments to industry, businesses and public sector organisations.
